Work Permit (Working Papers)

Pennsylvania minors 14 through 17 years of age are required to obtain a Work Permit before beginning employment. 

Work Permits are issued by the public school district where the minor resides. This includes students who attend public school, private or non-public school, cyber charter school, or participate in a home education program.

How to Obtain a Work Permit

Work Permits for students residing in the Mercer Area School District are issued through the Administration Office, located on the lower level at the rear of the High School.

  • Confirm Age: Before completing the application, please confirm that the student is at least 14 years old. Work Permits cannot be issued to students under 14.
  • Get the Application: Download and print the [PA Work Permit Application] or pick up a copy at the Administration Office. The application may be completed in the office or taken home to complete.
  • Complete and Return the Application: The student must complete the application, and a parent or guardian must sign it. The completed and signed application may be returned to the Administration Office at a later time.
  • Provide Proof of Age: When returning the application, the student must provide proof of age, such as a birth certificate, passport, driver’s license, or learner’s permit.
  • Sign the Work Permit: The student must appear in person to sign the official Work Permit in the presence of the issuing officer before the permit can be finalized and issued.
